At the deadline on Friday, October 21, when initial teams of 35-55 players were required, new manager Diego Alonso, who took over in January, declared an entire 55-man expanded final squad.
He chose his finalized 26 players roster for Qatar from this list of 55 players by November 14. and he will make any necessary adjustments due to injuries before his team’s opening tournament match.

How Many Players can Uruguay Bring to the World Cup?
Due to the possibility of COVID-19 outbreaks during the competition, Uruguay was permitted to select 28 players for the 2021 Copa America.
For the first time at a significant event, national coaches were permitted to send 26 players to the 2017 European Championship as part of a measure imposed in response to the COVID-19 pandemic. As a result, in place of the customary 23-man teams, 26-player squads will again compete in the World Cup in Qatar.
